These arrivals in particular are the result of a policy instituted by Greg Abbott, the Republican governor of Texas bordering Mexico, who has chartered buses or planes to send tens of thousands of migrants by bus or plane to cities controlled by Democrats.

Under Wednesday's emergency decree, companies must notify the city at least 32 hours in advance of the arrival of buses chartered to transport migrants, and these buses must arrive at the same time. Between 8:30 AM and 12 PM, seven days a week.

“What we are saying to businesses is ‘don’t be complicit’ in Governor Abbott’s actions,” Eric Adams added. He emphasized that it is not a matter of “punishing” the migrants themselves, but that bus companies risk fines and legal action if they do not adhere to the new rules.
